The ABA's 2010 Rule Of Law Index shows that the United States lags behind most of the other "highly developed nations" when it comes to access to civil justice.  A recent article in the ABA Journal about the 2010 ROLI mentions that 14 states are exploring civil right to counsel as a way of addressing this problem.
